"The Problem Is Ideological"

"There has been a huge fallacy in most of Western analysis about Jihad terrorism for years now, and that is the assumption, a really unspoken, unquestioned assumption, on the part of many, that this is the result of poverty - that poverty and desperation give rise to terrorism. And so, we target areas that are poor, and try to give them enough aid so that we will head this off. And actually, this is a completely wrong-headed approach, because the problem is ideological."
